The reason a septic system is sized based on number of bedrooms vs number of toilets is because load needs to be estimated. If you have 1 bedroom and 5 toilets, the number of potential people using the toilet is small which means shower, bath, toilet, sink, laundry, etc flush rates will be small. If you have 5 bedrooms and 1 toilet the number of potential people using the toilet, shower, tub, sink, laundry, etc is high which means flush and drain rates will be high. A septic drain field can only process so much waste water per hour.
