Ita not an issue. The brakes are actuated by a cam mechanism that works in either direction. It was easier for the design engineers to design the linkages that way. The pedal that pushes them up is the master brake, and it engages both breaks simultaneously. The pedals that are going up are called turning brakes. They independently actuate the brake on the associated side to assist with turning the tractor. You will find that if you pull up on them independently, it will also actuate the brake on that side. If you're having an issue with the brakes not operating correctly.I strongly recommend you go through the adjustment procedure. If you google that model of tractor, there are free service manuals and shop manuals that you can download.
