In 2006 officers from this department beat, tased, and hogtied a man who they falsely claimed had threatened them with a plastic soda bottle after someone falsely accused him of breaking into an ATM. The man was mentally disabled and he did not survive the attack. Looks like the SPD learned nothing from that. For the love of God, Spokane, learn from your mistakes. I’m glad this one just cost the taxpayers some money rather than costing an innocent person his life. Rest in peace Otto Zehm.

They actually blocked me on Twitter a few days ago, but thanks to the civil rights auditing community, I've learned how to do FOIA requests and the kind of information you can get from that. I FOIA'd the full names and positions of the people running it, then emailed THEIR boss. In less than one business day they unblocked me with an apology. A decade ago I wouldn't even have known my rights were being violated, let alone how to deal with the situation myself. This community is amazingly educational, and to everyone who's part of it, thank you.

The cops camera footage is owned by the public and should not be deleted, manipulated or cops cameras "tuned off" to change or manipulate the narrative. Any citizen wanting a copy of the cops camera footage or any communications texts, emails, phone calls, radio traffic should be allowed access to it. There should be laws related to this deletion, modification or not having their cameras on just as their are laws relating to the destruction or manipulation of state paper documentation such as police reports or statements or other state instruments.

North Carolina's body camera law requires a court order before a police agency can release footage from a *critical incident*. The law also states that any footage obtained from body-worn cameras and dashboard cameras is not considered public record.

Police administrators do not get to "selectively pic and choose" what these records they get to disclose. The exception being PII, SSNs, medical, CIs, minors or other established private information. "Critical incidents" whatever that means unless containing the above mentioned selective and already private material should also be allowed. Somebody will sue NC over this probably go to federal court and they will win. This is a delay tactic by NC.

As a citizen of Spokane since 1971, I see it more & more of what the police here are doing. Come summer, I plan to take myself downtown to hang around city buildings doing that God awful thing called filmography for Constitutionally protected activities. I managed to contact my council member for my district about this lawsuit money being doled out. She said that it was needed to keep the headlines that could negatively affect the two major events Spokane hosts...Bloomsday & HoopFest. I suggested to the council that if a payout is warranted in the future, it should come out of the pockets of those directly involved, the officers in this case. They are the ones who should have to pay for their mistakes. But, I'll be doing some Constitutional audits this summer. Really cannot do it during the winter weather as my wheelchair doesn't do well in the slick weather. But as a Veteran, I feel it my duty to watch the police...at night around closing time of bars.

There are lots of apps out there that will allow you to record with your screen locked. I suggest everybody to wear a shirt with a shirt pocket and activate this app to start recording then put your phone in your pocket. This turns your phone into a body cam essentially and the best part is that since the screen is locked the officers have no idea that the phone is recording. Bonus points for putting a password lock on your power button that requires you to know the passcode in order to shut off the phone. Let the phone keep on recording and uploading to cloud storage the entire time the cops have it in their possession.

Big fan of you and Sean. Erica at no time resisted. Beginning at 4:15 notice the officer put and readjust the pressure point above her elbow? There was no resistance whatsoever. 8th amendment clearly guards against the unnecessary & wanton inflection of pain ie cruel & unusual punishment. 8th amendment pertains to persons convicted of a crime and sentenced accordingly. What makes an officer the judge or jury to inflict such pain while a suspect is compliant? Pressure points applied-correctly are extremely painful, same as peacefully walking to the squad car handcuffed behind the back and getting face planted. I believe the 8th should be in play for all arrests.

I still think the best response to "you are trespassing" is to demand ID and deed with their name on it like cops do when citizens tell them they are trespassing. What is good for the goose is good for the gander right?

I just don’t really believe that this is simply retaliation. 🤔 These guys have all night to hang around in a parking lot? I think they are probably standing guard for some kind of criminal activity. The only person they bust is the person who would get evidence that would prove they were cooperating with a criminal operation.

I was under the belief that the crash of 2008 was done on purpose because the owners of the USA want martial law. Bodycameras can be turned off, muted, edited, redacted, or deleted.. of course cops are fine with those ones, they can control the information. They hate it when they can't destroy evidence gathered by cameras they don't control.

IMO cops can never trespass anyone from private property. Only way they could is if they showed legal docs. Otherwise, they don't have the presumed authority to trespass anyone.

How is it legal that a property owner can authorise cops to trespass people from their property? That makes the cops the default complainant in addition to enforcing the law - illegal. It certainly is not lawful.

If her actions are perceived as "acting like a child", it makes one think about how they treat their own children at home for minor disagreements, misunderstandings or any attempt to walk away to diffuse a situation out of fear.

I still don't understand how a clearly available for public parking lot can have someone trespassed at the whim of a cop. If everyone was fair enough. But 1 person? I think a clear violation of equal enforcement, and how is she to know the property owner has an agreement with the cops? As knowledge of being asked to leave by someone authorised is part of the offense. As for the body cam, cops wait until the statute of limitations expire in as many cases of their crimes as they can. That is also why they charge people. To delay truth.

Make them carry lawsuit insurance. When insurance has to pay they will raise rates, and eventually bad police won't be insurable.
