You are never to old as long as you have a plan and willing to see it through age does not matter

I wouldn't advise anyone to do Computer science really. Just go for Engineering your traditional Mechanical, Mechatronics or Electrical....you will still fit in, in the Tech industry like a glove and have far more options then what ComputerScience degree will ever give you.

In those course do they tech any thing related to tech e.g programming /software engineering
