Your analysis is logical & fair. But generalising an odd incidence somewhere in USA doesn't necessarily mean that consumer confidence is sinking overall there. In U.S.A they take hard facts of consumption data or take a survey or poll across from typical consumers across various strata in economy to conclude the current consumer confidence.
