If that tyre was flat I don't think the bottle jack would have fitted under the axle. In dirt you could dig down a bit but not if you were on a sealed surface. Pretty easy to knock this up in your home workshop with some scrap steel and piping lying around.

I have a question does this jack fit under a 07 Tahoe when the tire is flat?

The lowest height setting of this jack with the attached axle pad is 10.5". To see if this will work with your vehicle in a flat tire scenario, measure the distance from the ground to your axle then subtract the height of your sidewall tire. Hope this helps!
