No "visa hopping" in Australia. If you come as a tourist you cannot take up a student visa. UK ex Home Secretary Suella Braverman under Rishi Sunak had told Reporters that Indians are the highest overstayers and GOI would not take them back. As for US student visas, the burden to prove that you will depart the USA upon completion of studies was always there. Unfortunately, students from countries where the economy is not very good have a tougher time trying to prove their non-immigrant intent. Also, consular officers look at job prospects in the home country when deciding whether an applicant qualifies for a student visa. If the officer sees limited job prospects, the visa is likely denied as they think the person will want to immigrate to the US.

The reason most students overstayed is because their work visas or other statuses were under processing and typically the USCIS pardons these lapses while the visas are being processed. Essentially they get a waiver of sorts. So most students are not doing anything illegal if the agency pardons them, mostly because of the agency's own delays in processing change of status. I am pretty sure some students are overstaying but the number is likely to be small. It is important to publish correct news during these very confusing times when propaganda from all sides is muddying the waters to the point of dangerous consequences for all involved. Hae better editorial oversight please.
