Feferi said she would redefine culling as "aiding those in need" and in the pre-scratched Alternia, that's just what happened. The highbloods had a responsibility to help others and were obligated to do so. That's why Meenah abdicated the throne and fled to the pink moon. Also, note how the post-scratch players got along so well. They could've made a great society (save for Eridan).
