@@vishwajeetchoudhary8264 The carbon on which the positive charge is present is sp hybridized. The two remaining pure p-orbitals are perpendicular to each other [say p(y) and p(z)]. For the benzene ring to form - the nearby carbon must have a vacant orbital of the same orientation as that of the p-orbital of carbon (on which positive charge is present) that has an electron. Hence, the vacant orbital always ends up being in a mutually perpendicular plane and multiple bond - vacant orbital conjugation becomes impossible.

Yes, since lone pair-multiple bond conjugation dominates as said by sir, so in that case, 4 pie electrons[1 lone pair of Cl + 2pie electrons of carbon] will be in conjugation, if it could've only been Vacant orbital-Multiple bond conjugation, then no. of electrons in conjugation could've been 2 only[one each for 2 carbons]
