Or using a regular chain outside that limits mobility, has strangle hazards, and doesn't help if the dog runs out before being attached is any better? Yea it shocks, and no it doesn't feel great obviously. All 3 of my dogs have those collars and they never get shocked. They learn the boundaries of the yard and after a while with some dogs you can turn it off and they still know where not to go. Electric fences are the best option if you ever have to worry about your dog running out.

I do agree that putting a lot of ice on a husky is not harmful, but he should have mentioned it's not safe for other small dogs or dogs that are used to warm temperatures to be "buried" in ice. I also want to point out the way he pushes around his dog. It's obviously not animal abuse but it's quite rude the way he pushed the dog off the couch, pushed him down in the kiddy pool, pull of his collar, etc. I haven't seen many people mentioning this in the comments so I really hope people don't do this frequently.
