Kecekleon from Pokemon Mystery Dungeon has multiple different systems in place to ensure you don't steal from his shop. Death from Chocobo Dungeon, the same as Keckleon.

Assassin's Creed Odyssey, the npcs there would join in whatever fight you got into if you were in a City. For an AC game the NPCs were particularly bloodthristy. I had many a particular nasty ordeal against the NPCs, Guards and wild life (yes, chickens included). Usually because one mercenacy caught up to me while I was inside a city. The damn civilian npcs would pick up rakes, brooms and even the weapons of fallen Guards to attack me. Then there was the wild life, chickens I get but a damn lions or wolves coming out of nowhere?! Plus the increasing number of Mercenaries. A few times I had to bravely run away.

I would say Gaenor from the Tribunal expansion for The Elder Scrolls III: Morrowind, but if you talk to him at all he will eventually get mad at you no matter what you say or do and return later, hostile and upgraded to the power level of an endgame boss.

You only need to be level 7 or 8 to be able to reasonably handle Al Gore's boss fight. It all comes down to knowing the mechanics, having the right sidekick (Butter's Professor Chaos ability goes a long way), and utilizing status ailments (particularly Bleeding and Burning). I'm surprised that you didn't mention Luis from the original Resident Evil 4. I mean that you're fighting back-to-back with the guy against the attacking horde in rather close quarters, and if you shoot him too many times (either accidentally or not) he'll turn his gun on you, making him kinda like those monks in Tomb Raider. However, while the monks will attack you until you are dead (or they are) Luis will straight up insta-kill you in a cut scene. You don't get much more obliterated than that. Also, you showed the cuccos in the introduction but left them out of the list? Those feathered fiends are even worse than the villagers in Skyrim because you can at least kill them when they come after you for killing a chicken. But attack a cucco in any of the earlier Zelda games and they summon an invincible squad of their friends to attack you ceaselessly, leaving you with only the options of fleeing the area or hide in a house, and the later games remove the loading transition that saved you from their feathery wrath, though they did stop attacking after a minute in exchange. Honestly I'd attack a chicken in Skyrim before I'd ruffle the feathers of a cucco in Zelda.
