Hate to say it, but odds are Extremely High that the B-29s missed their target!!! Their bombsights couldn't handle the wind currents of the jet stream!! (Thy were the first bomber to be able to get high enough to be in the jet stream!). This is why LeMay went to low level night attacks for most of the raids, once he was put in charge....
