Sir T3 requires 0.65 v to get in ON state.. Whereas VB1 has 1.3 v then why T3 doesnt get into ON state when both outputs are low???

VB1 doesn't hav 1.3V, since it's directly connected(after F/W bias connection is like short circuit) to low state which makes VB1 is equal to 0. He is saying it requires 1.3V to get T3 in ON state not VB1 has 1.3V :)
