In the USA I believe this is mandatory to allow kidnapped people or others stuck in the trunk a way to get out. It is not wide spread in Japan either. Funny, a lot of thefts in the USA involve breaking the rear window to access the seat lever. This offers a quick way to see if there is anything in the trunk worth stealing!
