For taser, it might only be used when the suspect is a threat/threatening. As for pulling out the officers gun, the holster got safety catch. Need to push down first and pistol should also be on safety. But I base this on my MP command knowledge.

There was a time, we had to restrain a real gangster (not those you see daily loitering around like some big shot that need back up from others to look strong).
