Can a flexible work arrangement cause employees to be more accountable for there performance?

Standard working hours for servants is 4 hours a day (a shift), 3 days a week. All basic requirements of people should be satisfied by coupons either from the government and or private sector. servants are not supposed to pay tax. collecting tax from servants is self smiting for the government. Government is supposed to provide (facility (capability), security, securement) to people not to take from them.
