Haram means: sanctuary, sanctum, sacred, holy, inviolable, place or precinct. Masjid Aqsa which is in Jeruslem falls in this definition as two mosque situated in Makkah and Madianh are Harms. As regards hunting animals in Makkah it is only restricted when a person is in "Ahram". That is why one is allowed to travel to to Jerusalem to pray in Masjid Aqsa, as you are allowed to take journey to Makkah and Madinah. The reward to pray in Majid Aqsa is one salah equals to 500 salah. In the time of Ottoman Empire the Sultan was known as the 'custodian of three Harms'. By all scales and definitions Jerusalem is sacred because of Masjid Aqsa as Makkah and Madinah are because two mosques there.
