Regarding the plate thing, we didn't have temporary paper plates until about a year ago. Before there was just a small piece of paper you taped to the windshield that was your registration until the plates were sent, which took several weeks or months in some cases. Exotic and luxury owners took advantage of that and just never put the plates on. But now technically any car sold has to have the paper plates.
