Electric fences don't work as well in the snow. They need a good ground connection for it to work. Also with some animals, when they get into an electric fence they freak out and actually push into it further. Electric fence controllers don't send a constant electric charge on the line, they send spikes every second and a half. So if coyote, wolf, or lynx sees the goats and charges through the fence, it might not get shocked till it's already through it or on top of it. It helps, but it's not full proof. I have some in one section, but the rest just has a regular fence line with a fine mesh to keep the goats from crossing.
