This was originally for the perpetrators of 9/11 but has stretched so far that they're using it (very illegally) to target groups that are in the same area or that have started after the AUMF was put into place. He's making fun of the "American Way" of self-defense which is literally causing strife via drone strikes and assassinations as a means to 'preempt' terror.
