The posters with passed loved ones are actually the Bulgarian form of obituary. Usually they have a poem or a few kind words and details about the funeral, or anniversary since the date the person died. Traditionally , prior to social media, this was the only way to spread the word for family, neighbours, friends etc to come and pay their respect.
