The CPU power of the NAS is next to irrelevant if one assigns CPU intensive tasks to another server/VM and access the content over a network. I just use my NAS to store files. My Plex server runs in a VM on an entirely different and much more powerful server. Plex accesses my media via a mounted network share. This way I don't have to worry about the CPU power of the NAS as the VM handles the transcoding. My setup can handle numerous 4K 100 Mbps streams even though my 5 year old DS1618+ has a paltry C3538 Atom CPU. The DS1618+ is equipped with a 10 gigabit NIC and that is all I need to get 700+ MB/s (peak) out of the DS1618+.

Depends on what you're doing...I have zero interest in any of the modern day degenerate Hollywood etc crap. I'm interested in running lots and lots of VMs and containers, plus storing my important files...so CPU and RAM are more important than storing to me. And if you're in a nation with very expensive electricity, running multiple devices isn't optimal
