Mostly personal reasons, also anxiety I guess, the longer you say that you'll do something later the more one feel guilty about not doing it which makes it harder to do it. It's a negative spiral, kind of like if you don't eat you feel sick, but if you feel sick you feel that you can't eat, but if you eat the sickness will go away but you also feel too sick to eat..!
