A New Occupation Force? Haitians Denounce U.N. Vote to Deploy U.S.-Backed, Kenyan-Led Troops

The United Nations Security Council has approved an international armed force to address spiraling gang violence in Haiti, where street battles have paralyzed the capital Port-au-Prince since the assassination of President Jovenel Moïse in 2021. The U.N. mission, which came at the repeated request of Haitian Prime Minister Ariel Henry, is being led by Kenya, marking the first deployment of international security forces to Haiti in nearly 20 years. The U.S.-backed proposal received 13 votes in favor, with Russia and China abstaining, and allows foreign troops to remain in Haiti for one year. “This validates the criminal government of Ariel Henry,” says Haitian pro-democracy advocate Monique Clesca, who says the $100 million the U.S. has pledged to support the U.N. mission would have been better used to support civil society. “The big problem right now is the governance system.” We also speak with UC Irvine’s Mamyrah Prosper, host of the podcast Haiti: Our Revolution Continues, who says many Haitians are rightly skeptical given the history of foreign interventions in the country, including by U.N. troops. “This is not the first time that the Security Council has voted to send what Haitians are calling an occupation force,” says Prosper. “These missions don’t really come in, in fact, to protect the population. They are there to protect multinational investments.”

The previous "Peace" Mission with Brazilian troops is, as a Brazilian, what I consider one of our most shameful moments in history. It was sold within Brazil as sending our soldiers to help our brothers and sisters in Haiti, and in fact, we only made things worse. It is always valid to denounce, Haiti served as a laboratory to create the rise of actors within the Brazilian army, that many years later, would be integral to the rise of the Bolsonaro government and the coup attempts. So, nothing good came from that period, we used Haiti as a laboratory to distill an evil that came back home to poison our democracy.

With billions of dollars as budget, the mission was supposed to pacify the country, instead there were more gangs there at the end of the mission. Security is about establishing a system of surveillance, information and safety that guarantees the good of a population. Not abuse them and spreading diseases on them, sir. @@copeyano718then you know nothing of the history of Haiti. They were forced into crippling debt for daring to free themselves from French bondage. Were occupied by the US for 15 years at the start of the 20th century, who extracted 5% of Haitian revenue annually. The US has been involved in orchestrating multiple coups in Haiti, and financially supporting oppressive regimes such as that of papa doc. In 2010 the UN threatened Preval with forced exile if he did not accept the results of the 2010-2011 elections, despite many voters being turned away at the ballot box and 2/3 of the candidates alleging fraud. The UN said that unrest could damage containment of the cholera epidemic, which ironically MINUSTAH itself had propagated by dumping cholera infected waste into the tributary of a main river and resulting in the deaths of over 10,000 people. Something which the UN has previously admitted to and apologized for. We haven’t even touched on the systemic brutality, sexual exploitation and rape that MINUSTAH forces engaged in - claiming Haiti was relatively ok until they left belies either a profound misunderstanding of what occurred under MINUSTAH or the incredibly paternalistic assumption that even the most detrimental occupying force could administer Haiti’s affairs better than its own people.

@@cljerjr31interventionism doesn’t help - even the humanitarian aid in the 2010 earthquake aftermath tanked Haiti’s domestic peanut industry, and since then ‘charitable’ shipments of 2nd hand clothes from the US has decimated Haiti’s textile industry, shrinking their economy and putting many who worked in textile production and their affiliated industries into destitution. Most countries intervene in cases like this not for the benefit of the nation in crisis, but to ensure their own nations foreign policy interests are advanced. Over time I have become suspicious of any interventionist foreign policy, I’m not sure there is an example of it being of more benefit to the nation being ‘helped’ than the nation intervening on their behalf. Certainly not in the last two centuries anyway.

So if they send troops (backed by the UN) from an East African country, Kenya, to Haiti it looks better. Black on Black subjugation eh! What side deal is Kenya getting out of this! The people of Haiti are descended from West Africans who overcame enslavement and subjugation from France. Could the UN puts that amount of energy into getting France to repay the illegal freedom tax it placed on Haiti? Some of these gangs are probably being paid to cause this upheaval. What's the prize? Haiti's minerals reserve. Some are unaware of The USA occupation of Haiti from 1915 -1934. The USA took over the country after the assassination of the then Haitian President. The USA then changed Haiti's constitution which previously forbid non Haitians from owning land. Capitalism masked in Humanitarianism.

An American oligarch, a Chilean oligarch, a Colombian army captain, a Venezuelan oligarch that owns a private security firm in Miami, and a former Haitian kleptocrat wanted favorable business terms, and didn’t get them. So they assassinated the President. “Jaar, 50, a convicted drug trafficker and US government informant, pleaded guilty in March to conspiracy to commit murder or kidnapping outside the US, and providing material support resulting in death. His alleged co-conspirators are a mix of politicians, businessmen and military figures, including the former Haitian senator Joseph Joel John, Haitian-American Joseph Vincent, retired Colombian army captain Germán Rivera, and Antonio Intriago, the Venezuelan owner of a private security firm in Miami.”

@joseph you seem like a Kenyan, what happens when your drunk neighbour beats their mother and sisters senselessly, do we as Kenyans stand back and watch? No we don't, we always step in to help, how is this different?

Alternatively to United Nation troops does Hati have a plan they would like help with from the rest of the World community? Who would Hati want to come to Hati to help construct water treatment plants? Do Hatians have a plan for global sea levels rising? Instead of gangs and in fighting around the country. Why aren't Hatians choosing to put down differences, between gangs, average citizens, and bad government, and focus on building sea walls, climate solution infrastructure, and government outlining what engagment Hatians want with the rest of the world. It seems pretty reasonable to refuse UN forces after the Cholera outbreaks. What if Hatians could agree on what vaccinations persons immigrating and wanting to join with Hati must have to enter the country. Definitely put it in writing what resources (minerals especially) are commodities to be exchanged for help, and of course, do not doubt if Hatians, want it badly enough. Hatians can get it done for themselves in solidarity. Nothing to fear but fear itself.

"Haitians denounce UN" - I assume this statement is based on polling showing such a majority opinion, right?

What was that? Oh. Apparently, you didn't watch the video, and know nothing about Haiti. You just decided to run your mouth by pounding something out on the keyboard that you thought sounded intelligent, without realizing your own ignorance. Here's one reason Haitians might denounce the presence of a United Nations police force, instead of embracing it- 20 years ago a UN police force shit in areas that provided clean drinking water, causing a cholera outbreak that killed more than 10,000 people. So yeah, I'm going to guess the denouncement is based on the sentiments of the majority of Haitians, as reported by journalists who have actually been there. But you, in your infinite wisdom, probably expected a Gallup poll, right? You want more reasons? Watch the video. Educate yourself. Then, the next time you make a comment, you won't trip over your own stupidity.

It certainly is the majority opinion, as it is around the world. We do not want foreign interventions, we do not want the USA in our territory.
