This would work in a small town in which everyone knows each other. It wouldn't work in a city like Minneapolis if you left an honor system for a grocery store people would take what they want without paying and leave. Literally Minneapolis is lawless well unless you're wealthy as there is a shortage of police and is infested with crime.
