I spent many years researching urban development in Nigeria, I won't state my credentials, but what I will say is that when I did the research many years ago, Some of the reasons why dense developments have stagnated in Nigeria is due to the lifts and the emergency services. So two of the issues you encountered are actually critical. It generally limits development to about 5 floors. The other more contemporary issue is the bank lending. It is harder for companies to get loans than in other parts of Africa. With a little more organization, Nigerian cities would actually be denser. Relative to its wealth, Nigerian cities are even less impressive than they should. Without increasing the wealth of the country, just simply improving the institutional integrity, the urban landscape would function better. Even in Lagos and Abuja, the problem exists. Development in Lagos is actually supposed to be even MORE than what we see. Yes I am aware of the landscape, Eko Atlantic, Victoria Island, Lekki, Marina etc. It is supposed to be more. There are some unnatural barriers.
