A-Tech Masonry and Brick Sealer-water-based silane/siloxane water repellent

Had an outside wall (3rd floor) taken down and rebuilt about 5 years ago. Now I see water spots on ceiling (2nd floor) again after a recent driving rain. The wall gets a great deal of Sun. Can this product be used at this time to seal up the brick and masonry? And does the fact the wall get a great deal of Sun affect the product?

This product is 100% breathable. So application on the interior would not keep moisture from migrating from the outside to the inside.

But won't it then allow hydrostatic pressures to build and result in spalling of the concrete on the inside? How can something be 'breathable' (which is taken to mean that (some) water vapor can pass) and at the same time be a barrier to moisture?....
