Big fan of thing in the ice. Loved playing it in a spells shell. I am noticing a lot of the decks lately have been a black control shell with Sheoldred that sort of just carries whatever card of the week is being played.

incorrect. Thing in the Ice flips off the trigger to remove a counter then if there are none, it flips. That trigger will always resolve first before heartless act removes the last of the counters from Thing in the Ice. It's not like Dark Depths where having no ice counters is enough to trigger the flip. He explained in the intro this exact interaction.

HA is not an instant flip. Thing in the Ice's ability resolves first, so the single counter is removed and it checks if there are no more counters. The ability then sees that there are still counters left, so it doesn't trigger. Then HA resolves and removes the last counters. So by the time the counters are gone, the ability has already resolved and it can't flip until you cast another spell.

It’s a cast trigger, so Thing in the Ice’s trigger resolves first, as it goes on the stack when you cast a spell, then Heartless Act resolves

Because they're cheap-ish? Everyone complains about lack of innovation on Arena, but I'd argue a non-trivial amount of that is due to economy issues. Sure, it's improved compared to prior years, but it's still a hell of an ask to spend the resources to make and refine jank, especially if you're not a great deckbuilder (I'm sure not).
