Yeah Flash speed is more magical and floaty. There’s an unseen force that allows him to move fast and not really affect anything around him. Barry can learn anything in a split second whereas it would take a normal person years to be an expert on something He can outwit a foe very quickly as well. And if u talk about Jason Peter "Jay" Garrick he might have a chance with enough v but still Jason also has the speed force and without it if you give him (a-train) enough v he could possibly beat him but with the speed force we have not been shown the full extent of his abilities yet to speculate but my guess is that train might win.

Proof he's not the fastest when not on V ? He only took V as extra insurance out of fear of losing his spot one day on the 7. He didn't need it but it was a just in case type of thing. V was making him slower over time. We don't know how fast he was in his prime without V. It made his base speed ( by that I mean without compound V ) slower over time. It was destroying his body from the inside. And I believe it messed with his growth as a speedster. I believe he could get faster through hard training now that compound V ain't destroying his body.

For people that think The Flash is faster than A-Train, he is but only where the speedforce exists which is only in the DC universe, if a crossover were to happen & it took place in The Boys universe, The Flash loses.
