This was written by Paul Kennerley. Helms along with Emmylou Harris, Johnny Cash and others appeared on Kennerley's concept album The Legend of Jesse James in 1980. This song appears as a bonus track on the 1999 reissue performed by Kennerley.

Fun fact, while Jesse died hiding out in anonymity Frank had turned himself in. Every jurisdiction that laid came to him, put him on trial. No where could they find a jury that would convict him, that was how much the banks and railroad companies were hated. He lived to a ripe old age and died a free man.

I'm not sure, but I believe that Levon is referring to the fact that Jesse and Frank James were Missouri bushwackers, in a time and place where lines were drawn coldly between bushwackers and jayhawks. So because the Pullman was coming from the South-filled with southerners-it was not to be touched. No reward for Frank And Jesse James, meaning Southern men kept to their own when drawing lines during these post-civil war insurgency times.

It could also be that Pullman (the company that made these cars) was a seperate company from the the Northern Railway and even though the railroad had hefty rewards out for the James boys the Pullman Company was southern and never offered no reward. So maybe betwen the two of these replies you can figure it out for sure and let us know.....
