i saw something like that recently, although i think she really was a kind person inside. she's a water demon that controls water and earth, but her powers can't hurt anyone and she just creates water and fertile soil, accidently transforming a desert into a green town, and she's worshipped by the townspeople as a saint. she temporarily turns evil again but realized her powers dont hurt only help, and is told that it's because she's actually kind.

But in medieval times It served an actual function i believe when cities were surrounded by walls, I think it was usually given to dignitaries as a gesture of trust and kindness, giving them the ability to come and go as they pleased.

There is a character in a game called Goddess of Victory: Nikke, named Drake. A hero who wants to be an unapologetic villain. Literally everything she does, benefits society than anything else (Tried to dine-and-dash by leaving her autograph as a calling card, ended up attracting more attention to the store after it was showcased. Tried to cut in line of a popular store and buy out all their ingredients for herself, ended up saving the town because said ingredients were contaminated...etc). She also refuses to commit anything more serious than civil petty crimes and will actively stop other people trying to commit more serious crimes in the process. This is completely offset by the fact she's one of the most powerful characters in-universe, and in-meta. She is an absolute gem of a character.
