Eh… a bit of a three person blame game here. It was Peter’s Giraffe, but Quagmire did yell at the giraffe which caused the giraffe to run into Cleveland’s house… While Peter got the giraffe because Mayor West sent all cops except Joe to Columbia to save a fictional movie character. So I say it’s more of a three person blame on that one.
