That looks like it could have been an industrial building that was under construction but never completed. Because there is no debris inside it. The only wood is those two floor beams, which look to be in good condition. Which would explain the bags of cement. Either that or maybe it was destroyed by fire, and they gutted it, but never rebuilt it.
