It's actually a converted Egyptian air force base, to give it something to do. Egypt has far too many underused airports and air force bases. Converting air force bases to airports rarely works out well anywhere.

It gets even more fun. Over on the east side of Cairo in the desert they've converted and expanded another air force base there to "Capital International Airport". Not the same as Cairo International Airport. It's supposed to be for the New Administrative Capital (fabulous name for the New Cairo). But it has no flights, just a big ol' empty terminal.
