I suggest a MANDATORY prison sentence of one month per minute of evasion. 1 minute, 1 month. 12 minutes and 12 months (1 year). 30 minutes gets you 30 months (2 1/2 years). My logic is to make the punishment proportional to the time the public and police officers were put at risk. If a child is in the car, triple the sentence.
