It's BOTH. The scooter problem started before the migrant issue took over. This all started during the George Floyd protests, under the Diblasio administration, when the police community decided to stop doing their jobs, and the E scooters were going through negotiations with the city. NYC is too dense in traffic to allow mopeds and scooters to run rampant. Riders break every traffic law, and cops don't enforce anything. Mayor Adams came in and made everything worse, allowing the migrant situation to get out of control, and now we live in a cesspool of crime and apathy. These scooters and mopeds are a menace. I can't wait to retire so i can get the fuck out of here.
