Sounds very suspect to move the pumps and then tell them that they are on their own. Or did they say they were going to do it and give these people avenues to take to help them? I’m sure that they would have needed federal assistance to help with the drainage problem that move created? So how can it be legal to take the drainage away from them?

As private individuals they are responsible for their own land, not the municipality. They should have done a survey before buying on potential flood hazards to their property. Even if there were none, home owners have to take responsibility for nature doing damage or flooding to their properties. It isn't the responsibility of other tax payers to foot the bill for their rescue. If you can't afford to take care of your property, sell it and move. Property taxes don't pay for this kind of expense. People are getting so lazy and useless. You want to live in the middle of swamp land, which is what most of Florida used to be, deal with it on your own.
