The federal government announced last month that it plans to cap the number of international students coming to study in Australia.
It's also shut down 150 'ghost' colleges, where thousands were enrolled to learn but few were attending classes - instead, being exploited for cheap work.
But visa fraud remains a serious problem overseas, with one migration agent in India scamming students out of hundreds of thousands of dollars.
