Hello party cats and turtles, we have a group of 16 players that are participating twice a year in a twilight imperium POK game. We have two games that we play simultaneously. We have an upper circuit for the more competitive players and a lower circuit for players that are learning/not quite as competitive. The loser of the upper circuit moves to the lower circuit next game, and the winner of the lower circuit moves up. My question is, after many arguments, how do we objectively decide the loser of the upper circuit? Obviously victory points play a crucial role, but the bottom two players always disagree as to who had the worse game. Thanks for the help!

There's definitely not a "fair" way. I would say a relatively objective way would be to have the players from the lower circuit game take a look at the end game board state and vote on who gets downgraded.
