What about when notes are written between staffs? For example, when the "E" above middle "C" is written on a mini line above the bass cleff--would the stem face up or down?

I would say that in most cases it should go down, especially if it is played by the left hand and is by itself. If it is with other notes or is to be played with the right hand it could go up.

Why & what is the purpose of some notes being connected like this: 🎵, while others are like this: 🎶 ??? Is it for phrasing, or dynamics, or time signature strong/weak beat??? Great question! There can be lots of different reasons for beaming or not beaming notes. I can give you a few examples, but sometimes the composer or editor will do things differently. Mostly it has to do with making the music easier to read. We do this by dividing the measure into half & then quarters. Example if a pair of eighth notes begin on a beat we should beam them together, but if a pair of eighth notes begins on a half beat you should not beam them. So, if you have the 8ths on “1 &” beam them, but if they are “& 2” don’t beam them. That’s the simplest way I can think of describing beams here. I hope that helps!
