According to the explanations given by the NDC, the Returning Officers must be subpoenaed to the Court to confirm that they lawfully declared the results. That's the shortest route in my view.

Is it the NPP who should file a Mandamus at the High Court on behalf of Electoral Commission or the Electoral Commission If NPP has filed a mandamus (An Authority from high court) Then what is the purpose of the Electoral Commission ?

You, Afenyo Markin, call yourself a lawyer but always put your ignorance on display when you speak. The SC is the supreme court of Ghana however decisions made by judges on lower courts are valid judicial orders because they are representatives of Ghana's judiciary. So it is that EC representatives at precincts who pronounce results are legal representatives of EC; the EC board is not the only body to declare election results.

In the constitution, the EC has the sole power and duty to conduct and declare election results. It's ironic for Alhaji Computer to say that it's the returning officers who declare election results. The returning officers are a subordinate integral part of the EC . The EC has the legal authority to officially declare results.
