To get into developer mode, you can follow the first part of this tutorial video: kzbin.info/www/bejne/o6TCmXWOoK6bi8Usi=z1vD0NFIPYscaJAa (there's also a link to text instructions in the description if you'd prefer) Unfortunately, we cannot help you with installing Windows on the device, as we generally recommend against it due to the risk of it bricking the device.

The ram is soldered onto the motherboard and is unfortunately not replaceable
