Because of a refinery problem. Both the U.S. and EU have a refinery problem. Some refineries were shutdown and it's take a lot of time, effort & capital to rebuild. Some refineries only process a specific type of oil. Right now they are a big bottleneck.

Your premise is pure loser. Humans have been doing this for the entire history of the species. But your deeper idea is pure speculation based on hearsay. Who says it's "irreplaceable"? We know for sure that "fossils" have nothing to do with it. It comes from levels far below any fossils. And it's the 2nd most plentiful liquid on the planet. So how exactly does anyone "know" it's irreplaceable?
