I will explain that flag to you as it has changed a few deferent times culturally just in the last few generations. After the civil war in the south, it both represented southern pride for one group of white people and white superiority to racist Democrats in the south. Then in 1979 a TV show called the dukes of hazzard came on the air and changed its meaning. It added in new antigovernment anti elite meaning. Growing up in California the flag was close to nonexistent until the TV show then within a few years it became very popular and has retained that meaning. To win elections democrats and the media have deemed it a racist symbol. I knew some southern rappers used that flag so i looked into it a little. Check out Outkast's Ms. Jackson video look at his belt buckle.

That is the rebel flag. Southerners used it, but then when the Democrats started the KKK, they started using/flying it and the rebel flag took the false idea that it was a sign of racism. It's more of a southern pride thing.
