I've seen two things in the video. There's a snap hook fastened to her regulator. What is that for?, second, I haven't been diving in years. Why are the tanks being worn to the sides?

This is a different type of diving called sidemount. So called because the tanks are worn at your sides. Benefits, more gas and redundancy as well as being a bit more comfortable. The bolt snap is because now that there are two tanks there are also two regs. One Reg is on a necklace and the other is boltsnapped onto a D ring to differentiate the two so that you know which tank you are breathing off. Hope this helps
