You can add a plug in gps unit to your ipad so that you don't need to keep it on your cellular network. Also have you tried pairing it to your iphone 4 (I don't know if it will work)

i have not tried to pair them. the ipad is not on my cellular network. it has gps chip built in.

i use motionx gps mostly. it is only available for apple products. i also use polaris ride command, formerly called rider x. it is available for apple and android.
