There were many migrations going out of what is now Rwanda into what is now Congo and back for close to a millenia, AI forgets these countries neighbour each other , and these borders were not as they are now. Imagine his horror if he knew that the Kingdom of Bunyabungo and Rwanda shared common founder Gihanga. That's not all the first Tutsi in congo went there escaping Ruganzu Ndoli and were met with more migrations over the centuries from Burundi,Uganda and Rwanda these are the ancestors of the Banyamulenge. As for north Kivu it goes back to Rwandan expansions in the 1700s and 1800s. This was followed later by the migrations you mentioned in the 1900s for colonial labour and later on due to the conflicts in Rwanda. All this to say Banyarwanda and related peoples in what is now Congo is not a recent thing.

Not sure in Germany because Germany is quite racist and doesn't have "ius soli" but in Latin Europe (France, Spain, Italy, Belgium, Portugal) you would be born a national of either country, same in Britain. Citizenship is in the passport (ID card, birth certificate), nothing else. Make sure you get extra vitamin D though, because that's tightly related to skin color and latitude.
