Its not walking on the bar. You step on the glass where the bar supports it. Glass shatters under tension but is strong in compression, so landing in the middle of a square puts tension on one surface of the glass causing it to shatter. The reason why the tempered glass is so strong is that the tempering induced a natural compression load to the exterior surface of the glass, increasing the load that the overall piece can take. Its also why a tiny chip in tempered glass can cause the entire panel to shatter instantly, because it causes a sudden switch to tension. If you step where or close to where the glass sits on the bars, you are putting the glass into compression instead and neither the float or tempered panels SHOULD break, and if they do you still have the bar beneath to step/push from while standing on the remains of the panel. And because you are on the glass, its not breaking the rules of the game.

So in order to do this fairly you go like this. They state that the good glass will hold two people. So 1st player makes a choice. If he succeeds. 2nd player will pass him and continue with the 2nd row of tiles. Then the 3rd player for the 3rd row. When all players are on the bridge. The last player walks to the front and either crosses it or continues. That way all players have the same risk.

They probably would've rigged it to him either knowing the path or put him at last to have higher chance of winning

I think the only time the old man was truly in danger was during the tug of rope. I believe in the first game there were no censors around him and in the second game surely the guards wouldn't kill him like they didn't during the marble game, so technically the only dangerous game was the tug of rope but even thenif he died he would have died doing what he loved and he was close to death anyway.
