Shadow has some levels from the future, it's a time travel game, it doesn't have to strictly be traveling to the past. Chaos island is there because of his connections either to the God chaos which it's connection is with the ancients in frontiers or just his connection with the chaos emeralds or both

3:24 I’ve only heard of this, but the previous creators, ones before Ian Flynn, admitted that they knew absolutely nothing about the Sonic franchise and only learned it from WIKIPEDIA, so when Forces was a *massive* flop, Ian took over.

My guess as to why they included a frontiers level is because sonic team already had the assets ready and wanted to use it to increase playtime. Otherwise in lore, it would make no sense for it to be there.
