After hiding drugs and a gun, driver takes off! Leaves friend in handcuffs and Trooper goes on hunt

Trooper's Narrative: On Tuesday, April 11, 2023, at approximately 5:03 PM, I, Trooper Blaine Middlecoff, was patrolling eastbound on State Highway 140, towards Osceola. I observed a white passenger car approaching a red passenger car at a high rate of speed westbound. I then activated my front facing radar and received a reading of 76 miles per hour in a 55 mile per hour zone. Once the white car passed me and it was safe to do so, I turned around and caught up to the car. The white car turned north onto SH Highway 77 and immediately turned into a private drive to the east of SH 77. I activated my emergency lights and initiated a traffic stop on the white vehicle in the private drive. Once the vehicle was stopped, the passenger, later identified as Santos Robinson, stepped out of the vehicle, and began yelling at me. Once Robinson began yelling, the driver, later identified as Jamison Feltus 3rd, tried exiting the vehicle. I then instructed both occupants to sit back down in their vehicle. As I was behind the vehicle and entering information into my computer, I observed the passenger lean into the rear seat and begin to move his arms around like he was attempting to hide something. When I approached the vehicle, I could smell a faint odor of marijuana coming from within the vehicle. I advised the occupants who I was and the reason for the stop. It was at this time I instructed Robinson to step out of the vehicle. Once Robinson exited the vehicle, I began searching his person for weapons. As I was placing Robinson into handcuffs, Feltus put his car into drive and fled the scene. Once Feltus fled the scene, I advised Robinson to stay where he was since he was handcuffed and did not have his phone. At 5:08 PM I activated my emergency siren and pursued after Feltus. As I was approaching Feltus, I was able to obtain his speed at 118 miles per hour. Once we passed State Highway 158, Feltus decided to stop fleeing, at the floodway ditch bridge. It was my decision to position my patrol until in an angle in front of the suspect vehicle to prevent Feltus from fleeing again since we were approaching the city limits of Manila. As I was positioning my vehicle, my front passenger fender hit his front driver bumper, causing minor damage. After Feltus stopped, I was able to secure him from the passenger side of the vehicle and take him into custody. As I was placing Feltus under arrest, he kept stating the item in the car was not his. It was at this time I secured Feltus in the back of my vehicle and began to search the suspect vehicle. As I was searching the rear seat where I observed Robinson digging around, I located a 9mm handgun under the cushion of the rear seat. Feltus was taken to the Mississippi County Detention Center on numerous traffic violations, including felony fleeing in a vehicle. Robinson was transported by Trooper Brad Hitchcock to the Mississippi County Detention Center on the charges of possession of a firearm by certain persons and tampering with physical evidence. Due to the high amount of shooting occurring in the city of Blytheville and the two arrestees being residents of Blytheville, the firearm was turned over to Sgt. Robert Ephlin of the 2nd Judicial Task Force for examination and testing.

It shows the truthful nature of officer Middlecoff that when he was questioned about the vehicle damage from the stop, that he didn't attempt to blame it on the suspect but instead took full responsibility for impact. It would have been very easy and tempting to blame the fleeing individual for the damage and stack on additional charges. It would have been very difficult if not impossible for the suspect to prove that he didn't turn into the officer. Kudos to Officer Middlecoff for demonstrating that level of integrity.

Ah, today's youth. I got busted a few times from 17 to 21 and I was a nerdy minister's kid. And that was the early eighties when cops were still old school disciplinarians. Looks like these dudes were part of a drug factory and were on a mission with the other vehicle to make deals. Listen to Trooper Middlecoff changing words about the damage to the left front fender of the suspects' car. I saw the suspect quickly stopped and pulled over as the trooper got closer. The trooper drove like he was blocking the suspect from taking off again by quickly stopping towards the left front of the suspects' car. That's what probably caused the damage, cause I didn't hear or see any signs of the suspect trying to take off again once the trooper blocked the vehicle. Very unusual talking by an Arkansas state trooper.
